Barry Volin
CEO & Co-Founder
Barry is currently the CEO of the Managed Care Resource Alliance (MCRA) and the President/CEO of BV Consulting LLC. His professional career spans 35+ years specializing in managed care operations and consulting. He has a demonstrated track record in Medicaid, Medicare, Special Need Plans, Managed Long-Term Care and Fully Integrated Program start-up, management, growth and service area expansion, process improvement and financial turnaround having served in a variety of executive roles including the CEO for Aetna Better Health of NJ, a Medicaid Long Term Service and Support (MLTSS) MCO and Centers Plan for Healthy Living Managed Long Term Care Plan in NY. Most recently he was the Executive Vice President at Health Partners Plans in Philadelphia responsible for directing the financial/operational turnaround initiative for their Medicare Line of Business.
His areas of expertise include; Organizational Leadership; Start-Up Operations, Innovation and Creative Solutions, Team Building, Cost Reduction/Operational Efficiencies, Marketing/Sales Strategy Development and Implementation, Value Based Contracting/Pay-for-Performance.
For MCRA, Barry represents the Health Plan perspective to today’s challenges and leads dialogue for our resources to work toward for the future.

Gary Bolnick
President & Co-Founder
Gary is the President of the Managed Care Resource Alliance (MCRA) and CEO the Command Direct. For 30 years, Gary has focused on a consultative approach for the over 40 Health Plan’s that Command Direct serves and his organization has developed adaptive solutions that improve the quality of member and provide communications. Relationships are core to his approach and Command Direct has implemented a broad range of flexible solutions across all lines of business in the Managed Care industry.
For MCRA, Gary brings the vendor perspective and focuses on leveraging partnerships and collaboration between members to solve specific Health Plan challenges

Bill Abrams
Marketing Strategic Advisor
Bill Abrams is a Health Insurance Marketing and Communications leader with over 30 years of experience in public and private sectors.
As a strategic adviser to MCRA, Bill participates in monthly MCRA discussions and shares his insights on industry challenges from the payer perspective. Bill’s experience as an industry leader helps MCRA members understand the bigger challenges faces by Health Plans, and allows our members to properly position the solutions to support Managed Care clients. Bill also participates in MCRA industry workshops and events, adding value through the payer perspective and his years of experience and expertise.

Joe Brand
IT Strategic Advisor
Joe Brand is an Information Technology and Business leader with over 30 years of experience in leading business optimization programs in both non-profit and for-profit organizations.
His focus is on Health IT roadmaps and the strategic adoption of technologies within the payer operating model to achieve top and bottom-line value.
Joe’s industry experience in leading large scale transformation programs helps MCRA members understand the challenges facing Health Plans today. This insight allows MCRA members to create meaningful solutions and properly position themselves to support managed care client strategies.

Rebecca Preslar
Marketing Manager
Rebecca is the Marketing Manager for the Managed Care Resource Alliance (MCRA). She brings over 20 years experience in marketing and design to the Alliance, promoting MCRA and our members through live events, featured articles, and digital marketing. Rebecca collaborates with MCRA Members and Leadership to increase MCRA's brand awareness and recognition in the industry.

Katie Barone
Membership Coordinator
Katie is the Membership Coordinator for the Managed Care Resource Alliance (MCRA). She supports MCRA members through coordinating member meetings and workshops, while also recognizing opportunities and fostering communication between members.
