The Managed Care Resource Alliance (MCRA) is the premier consortium for managed care leaders and organizations seeking real-time health plan intelligence, strategic peer collaboration, and actionable insights. Gary Bolnick

Founder & CEO

Gary is the Founder and CEO of the Managed Care Resource Alliance (MCRA) and CEO of Command Direct. For over 30 years, Gary has focused on a consultative approach for the over 45 health plans that Command Direct serves, and his organization has developed adaptive solutions that improve the quality, security and efficiency of member communications. Relationships are core to his approach, and Command Direct has implemented a broad range of flexible solutions across all lines of business in the Managed Care industry. 

 

For MCRA, Gary brings a vendor perspective and focuses on leveraging partnerships and collaboration among members to solve specific health plan challenges

Desiree Vuocolo

Director of Programs & Partnerships

Desiree is a healthcare transformation leader, and serves as the Director of Programs and Partnerships for the Managed Care Resource Alliance (MCRA), where she builds communities that bring solutions companies and healthcare leaders together to connect, listen, and learn. Her work strengthens collaboration across the healthcare ecosystem by helping organizations translate complex industry challenges into practical insights and shared solutions.

Desiree’s career spans payer strategy, provider alignment, and complex program deployment. Before joining MCRA, she founded Bridgespan Strategy, a consulting firm supporting healthcare innovators in driving strategy and execution while guiding health plans in operationalizing innovation. She previously spent several years with Highmark Health as Director of Provider Deployment and Strategy, where she led enterprise-wide provider transformation initiatives, advanced value-based care readiness, and built operating structures that supported long-term clinical and organizational alignment.

Earlier in her career, she held roles at GEHA, Argus Health Systems, and DST Systems, specializing in business process improvement, audit, and operational excellence.

She holds the Certified Health Insurance Executive (CHIE) designation from AHIP’s Executive Leadership Program, a Master of Public Administration from the University of Kansas, and is a Lean Six Sigma Black Belt. Desiree is known for bringing clarity to complex problems, fostering trust among stakeholders, and building the collaborative environments required to move organizations toward meaningful, mission-aligned outcomes.

Rebecca Preslar

Director of Member Experience

Rebecca has supported the Managed Care Resource Alliance (MCRA) since the organization’s founding in 2021. She brings more than 25 years of experience in brand strategy, growth, and client engagement to the Alliance, shaping how MCRA shows up in the market and how Members experience the organization.

In her role as Director of Member Experience, Rebecca partners closely with MCRA Members and leadership to design meaningful programming, plan and execute meetings and events, and foster an engaged, collaborative community—ensuring MCRA delivers consistent value and a strong, trusted presence within the managed care industry.

Katie supports the Managed Care Resource Alliance (MCRA) as Member Engagement & Communications Specialist, helping ensure Members have a seamless and engaging experience with the organization.

 

She coordinates meetings and events, manages communications, and partners with Members and leadership to support active participation and collaboration. Katie plays a central role in keeping the MCRA community informed, connected, and engaged.

Bill Abrams

Marketing Advisor

Bill Abrams is a Health Insurance Marketing and Communications leader with over 30 years of experience in public and private sectors. As a strategic adviser to MCRA, Bill participates in monthly MCRA discussions and shares his insights on industry challenges from the payer perspective. Bill’s experience as an industry leader helps MCRA members understand the bigger challenges faced by Health Plans, and allows our members to properly position the solutions to support Managed Care clients. Bill also participates in MCRA industry workshops and events, adding value through the payer perspective and his years of experience and expertise.

Andrew Biernat

Managed Care Business Advisor

Andrew Biernat has had a successful 27-year career as a health insurance and risk management consultant, entrepreneur/business owner and business association leader.

Currently, Biernat serves as Vice President/Strategic Business Advisor for Gilroy Kernan & Gilroy in New Hartford New York, where he works with large complex organizations, municipal governments, school districts, military contractors, manufacturers, business associations and labor unions and for profit/not for profit enterprises throughout the United States helping to identify, categorize, prioritize risks and opportunities for growth and cost containment.  

Biernat is former President of both the New York State Association of Health Underwriters (Now NABIP New York Chapter) and the Greater Central New York Association of Health Underwriters and currently serves on the board of directors for GPO Federal Credit Union, and the National Association of Benefit and Insurance Professionals - New York State, where he serves as Membership and Media Chairman.

Biernat has also served as the chairman of the Employer Working Group for the National Association of Benefits and Insurance Professionals (NABIP) in Washington D.C. and currently serves on the legislative council representing region one, which comprises New York and the New England States. Biernat also serves on BIG I New York’s legislative advisory council.

Michael DeVincent

Vendor Growth & Market Strategy Advisor

Michael DeVincent has over 32 years of healthcare industry experience working in sales, management, network development, network operations, contracting, credentialing, marketing, and business development. He’s worked with Medicare Advantage, Commercial, Medicaid, Medicare Supplement plans, TPAs, ACOs, and employers. Michael’s expertise in understanding the issues facing payer organizations, collaboratively working to solve those issues, and passion for developing long-term business relationships with clients is what has driven his success over the years. His background of network development and credentialing combined with his payer sales experience gives him a unique perspective on payer market dynamics. As MCRA’s Vendor Growth and Market Strategy Advisor, his deep understanding of the managed care marketplace positions him to help MCRA Members strengthen their go-to-market strategies, refine their approaches, and maximize their value to health plans.

Rose Hellwarth, BSN, RN

Dual Integrated Program Advisor

Rose is a healthcare executive with more than 20 years of experience in bringing both business excellence and clinical expertise to her roles in for-profit and not-for-profit organizations. Holding roles in both the provider space and the insurance industry she led transformational change and improved operational and quality efficiencies in the Medicare Advantage and Dual Eligible sector. 

With a results-oriented approach, Rose has led the implementation of several dual integrated programs including ISNP, DSNP and Community Health Choice plans across several states. She has been recognized for innovation and excellence in data integration, demonstrating excellence in star quality ratings while undergoing exponential growth in the market.  

Rose is a past President of the Long-Term Care Consortium where she served as the Chairman of the Board of Directors and Executive Committee.  For more than 20 years she has served on the District Attorney’s Crimes Against Older Adults Task Force. 

She was appointed to several Congressional Healthcare Advisory Boards and on the Task Force for the Pennsylvania State Plan on Aging appointed by Pennsylvania’s Secretary of the Department of Aging. She served on the Clinton Global Initiative, CGI America as a member of the Workforce Development Group bringing solutions to positively impact the lives of veterans leaving the service and integrating back into civilian life. 

As a strategic adviser to MCRA, Rose shares both payer and provider perspectives with deep knowledge of special needs and integrated plans, government affairs and understanding of how to overcome the biggest challenges in the healthcare industry today.

Robert O'Connor, MBA

Medicare Advisor

Robert is an innovative business leader with 20 years experience in Medicare Advantage, DSNP and PDP.  He has spent over 25 years creating programs and products for older Americans. This work has spanned multiple aspects and industries including consumer durables, innovative insurance programs, marketing, merchandising systems, distribution, business development and turnaround strategies. With deep experience in Medicare Advantage at Aetna/CVS and Highmark BCBS, Robert has been responsible for P&Ls as large as $3B and reporting structures up to 700 FTEs but he is most passionate about bringing impactful programs to Medicare beneficiaries to improve their lives and lifestyles.  Robert has evaluated and implemented dozens of vendored programs and partnerships in managed care organizations and understands how to make them successful and sustainable long term. In his work at Aetna and Highmark, Robert built a profitable MAPD business from 30k to over 300k members, created dozens of new products including high value network programs, improved quality Stars scores, launched successful multi-state expansion plans, created and built Special Needs Plans, rebooted portfolios to regain sustainability, redesigned incentive programs and introduced value-based contracting.  Robert holds an MBA from the University of Pittsburgh.

HEDIS/CAHPS/STARS Advisor

Magan is a Registered Nurse with 20 years of healthcare experience spanning private duty caregiving, emergency, labor and delivery, newborn nursery, and over 15 years in managed care and consulting. Magan’s work with health plans both large and small, as well as many lines of business including Medicaid, Medicare, SNP, Commercial, Exchange, and Tricare, has given her a broad understanding of health plan operations. 

She is an assertive leader with a proven track record of professionalism and effectiveness in Quality Management, Population Health, and HEDIS.  She has extensive expertise in HEDIS measurement and improvement initiatives.  She stays on the cutting edge of evolving HEDIS needs and the transition to digital reporting. In addition to comprehensive end-to-end HEDIS cycle management, Magan excels vendor selection, implementation, and oversight; design and execution of innovative strategies to drive improvement, engagement, and satisfaction; and reporting to meet contractual and regulatory requirements.

Darren E. Wethers, MD, CPE, FACP

Clinical Strategic Advisor

Darren Wethers is a board-certified internal medicine physician and certified physician executive.


He graduated from Morehouse College, Northwestern University Medical School and completed internal medicine training at Emory University School of Medicine before establishing himself in internal medicine practice in the St. Louis, Missouri area, becoming a “Top Doctor” honoree several years running. Dr. Wethers was the medical staff president at SSM St. Mary’s Health Center in 2006-07 and chaired the facility’s Credentials committee 2007-11.


In 2011, Dr. Wethers began a career in administrative medicine, servings as a medical director with Coventry Health Care and Aetna, vice president of clinical operations at Blue Cross Blue Shield of Arizona and at Atrio Health Plans, where he served as chief medical officer. He launched Wethers Consulting, LLC in 2023, which has clients including Rebellis Group, Toney Health and MetaDigital.


Dr. Wethers is a member of the American Association for Physician Leadership, Fellow of the American College of Physicians, member of Alpha Phi Alpha and Sigma Pi Phi fraternities; he is the immediate past chairman of the board for Gamma Mu Educational Services (GMES) and is a board member of Northwestern University Medical School Alumni Association, for which he serves as president-elect and co-chair of the Inclusion and Allyship committee.
